The UK SBS award winning Procurement directorate applies best practise procurement to deliver savings for our partners, using a professional and strategic approach. We work to deliver value for money while achieving commercial outcomes.

You will develop category strategies for defined products and services and fully analyse expenditure and key business drivers within your area of responsibility.  You will be expected to identify opportunities for improvement in supplier dealings to deliver cost savings and quality improvements, along with market analysis and application and developing an external category network.

You will have attained the relevant CIPS qualification or have significant sector experience at the appropriate level and be willing to work towards CIPS accreditation.

We are able to offer flexibility with location, this role can be based in Newport or Swindon.

Within this role, you will be required to:

  • provide sourcing services for purchases above OJEU thresholds
  • guide and support the client’s procurement community in the use of e-procurement tools
  • ensure adherence by team members to Government regulations regarding the advertising and publishing of opportunities via the Official journal of the European Union (OJEU), the Contracts Finder tool and other initiatives
  • provide Client Relationship Management services.

Individual responsibilities will include:

  • ensuring a quality service by team members to partners within SLAs
  • providing sourcing solutions for requirements over OJEU thresholds
  • supporting individual, team and department savings and delivery targets
  • resolving client and supplier queries
  • providing ad-hoc and routine reporting as directed by the Head of Procurement
  • ensuring implementation and enforcement of policies and procedures for the team, including recent Government requirements and initiatives.

Team responsibilities will include:

  • approval and escalation point for procurements over £100,000 and below £250,000 in value
  • approval and escalation point for Single Sourcing Actions (SSAs) up to £50,000 in value
  • assisting in the preparation of operational reports and financial planning
  • supporting and advise partners on procurement of non-catalogue items over OJEU thresholds within the parameters of the Procurement Policies and Government requirements and initiatives
  • acting up for the Head of Procurement as required.

Shortlisting criteria

Essential:

  • experienced in advanced purchasing techniques (e.g. OJEU) and purchasing platforms
  • proven ability to communicate verbally and written with a wide range of internal and external customers
  • excellent team-working skills
  • accurate and a keen eye for detail
  • motivated and willing to learn
  • high level of analytical skills
  • coaching and mentoring experience
  • specific detailed experience of working within a Category Management approach.

Desirable:

  • Member of the Chartered Institute of Purchasing and Supply
  • excellent level in Microsoft Office products; Excel, Word and Outlook, confident using Excel for analytical purposes
  • experience of e-Sourcing applications
  • experience managing a team
  • experience in the procurement of outsourcing contracts
  • knowledge of EU procurement directives
  • experience of working in a large dispersed organisation
  • experience of working within a Shared Services Environment.
