Purpose

UK SBS provides a suite of shared business services for our clients.  In support of this, a roadmap of activities has been created to deliver against our customer needs, continuously improve our services, maintain system integrity and support the governments’ shared services strategy. 

There are a currently around 60 projects either underway or planned for various components of this roadmap, including service changes, system upgrades and process/service standardisation. 

Whilst our team of projects managers are expected to be able to take on any project, the purpose of this role is to manage a suite of customer-facing projects, particularly in process and service standardisation. 

Scope

Delivering on time, within budget and to the agreed quality, and realising the projected benefits.

Update maintain the appropriate project governance, set up and manage delivery teams in a matrix manner and support and coach key team members in delivering the project successfully.

Utilise effective project management disciplines and management techniques to ensure successful delivery, including project definition, planning and scheduling, task, risk and issue management, dependency management, change management, financial management, stakeholder management and reporting.

UK SBS use both agile and waterfall methodologies depending on the nature of the project.

Individual:

  • lead projects from inception to delivery into live service
  • play a key role in the shaping of projects at inception working with senior stakeholders at a strategic level
  • develop and/or validate the project business case, and establish the methods and metrics for benefits realisation
  • establish projects using relevant and appropriate professional project management disciplines, including definition of the future state, delivery tranches and project governance across multiple customers and suppliers
  • initiate management interventions when required to resolve issues and maintain project momentum
  • control critical tasks and ensure team co-ordination to achieve complex deliverables
  • plan and resource projects and delivery tranches using a mix of employees, clients, contractors and work packages delivered by 3rd parties
  • monitor and control allocated resources including people, budget and infrastructure
  • lead the team(s) to deliver according to plan to meet stakeholder expectations
  • manage project scope using effective change control
  • manage risks, issues and dependencies to successful resolution
  • manage the quality of deliverables using appropriate methods
  • produce regular reports and presentations for project governance
  • communicate effectively with clients, suppliers, project teams and senior stakeholders
  • maximise value from resources through effective planning and control
  • provide feedback on project team members for performance management
  • provide coaching for project team members as required.

Team:

  • reports to the UK SBS Head of PMO
  • working with senior stakeholders from clients and delivery partners
  • working with Heads of Delivery teams, their line managers and technical staff to facilitate process and technical change that will standardise and harmonise service
  • working with the Architecture team to highlight and address the impact on business processes and ensure that appropriate design governance is in place
  • working with management; their line managers and staff
  • part of a team of other PMs and PMO and as such a team member to encourage, mentor and support colleagues from time to time.

Team management:

  • manage and motivate project team(s) to deliver a consistently high quality of work within expected timescales
  • encourage pro-active and self-managed actions to achieve tasks and deliverables
  • promote a customer-focused, team-based culture and establish an environment that strives for continuous improvement and delivers consistently high performance
  • direct line management responsibilities for a small number of project managers and junior project managers.

Key outputs:

  • deliver projects to time, to cost and to quality
  • ensure adherence to project management methodologies
  • prepare reports and reviews on a timely basis with Project Boards and stakeholders.

Essential:

  • qualification in project management methodology eg: APM/PRINCE2
  • degree or equivalent
  • experience of using OGC structured methods
  • in-depth knowledge of people change management implications and techniques
  • extensive knowledge of Project Management frameworks, disciplines and policies
  • excellent knowledge of different business functions and the commercial drivers of 3rd parties
  • proven experience of leading business change projects from initiation to successful completion demonstrating project management and leadership skills
  • broad range of technical, business and commercial knowledge
  • strong analytical skills and complex problem solving abilities
  • strong negotiation and influencing skills at board level across clients and suppliers
  • a resilient performer – able to deliver under pressure and to strict deadlines
  • excellent communication and relationship management skills
  • good understanding of strategic risk management, including methods and techniques for the assessment and management of risk.
  • good understanding of budget management

Desirable:

  • MBA or advanced PM qualifications
  • experience of using Agile project management methods
  • working in a highly regulated environment
  • a mix of public and private sector experience
  • experience of Business Analyst techniques.
