The STFC Estates and Facilities Management department is responsible for the development of our three principal campuses; the Rutherford Appleton Laboratory (RAL) in Oxfordshire, the Daresbury Laboratory in Cheshire and The Royal Observatory, Edinburgh, as well as some other scientific sites and facilities. 

Remit/Purpose of the Role

To develop, manage and deliver a complex communications plan involving multiple internal and external stakeholders to support the successful delivery of estates projects including new building projects, refurbishments and infrastructure projects.

To proactively raise awareness of estates related works and projects that impact on both day to day and longer term site operations.

To ensure estates communicates effectively both strategically and at project level to ensure coherent internal messaging across multiple projects and to raise awareness.

Key Responsibilities

  • create and implement a comprehensive estates communications plan
  • manage and co-ordinate multiple communications projects, defining deliverable, project tasks, resource requirements using the full spectrum of communication tools
  • create a process map for communications on major projects, including procedures to establish a business as usual approach to communications
  • establish the communications approach to stakeholder engagement, including appropriate consultations leading to planning applications
  • liaise appropriately with STFC internal and external communications department to ensure a joined up approach
  • commission material to support communications e.g. posters, videos and facilitate events, internally and externally to support estates developments and vision
  • develop and create regular communication updates both internally and externally – exhibitions, briefings, newsletter, etc.
  • support estate project leads
  • support estates project leads to work with local agencies, community groups and campus partners to enable successful and timely communications
  • review and amend the estates web pages ensuring customer focused information is readily available. Establish and embed a process for continuous updates and review
  • champion the estates service in a positive manner
  • deliver a high level of customer service
  • attend appropriate training to support the role and service delivery
  • any other reasonable management request.

Corporate and Estates Responsibilities

As a member of STFC’s Estates and Facilities Management team, you will proactively support the estates remit to deliver flexible, customer focused and efficient services that support the delivery of STFC’s vision, values and objectives. The estates services team needs to be agile and able to adapt to the ever changing needs of our diverse customer base therefore it is expected that the post holder will demonstrate a flexible and adaptable approach. 

All members of the estates team will, from time to time, be expected to lead or participate (appropriate to band level) in STFC and estates projects that may be outside their normal remit.

Shortlisting Criteria


  • skill level equivalent to achievement of a professional qualification or degree
  • experience of creating and implementing complex communications plans
  • proven  experience of delivering communications objectives for complex strategic projects or programmes
  • experience of communications in relation to large planning applications.


  • a wide general knowledge and awareness of the issues and themes relevant to a large science campus and its estates development and issues
  • experience of dealing with external consultants and marshalling information in a timely manner
  • experience of estates communications.

  • demonstrable commitment to team working and collaboration, with a flexible, ‘can do’ approach
  • ability to manage interdepartmental dynamics, ensuring any potential for conflict is proactively managed
  • proven ability to adapt communication style and approach for varying audiences
  • excellent creative and accurate writing skills with the ability to present complex information in a focused, succinct and professional manner
  • you must display strong diplomatic and organisational skills to ensure accurate and timely communications.
