Team Purpose

The UKRI PMO provides programme, project and change management together with business analysis support, leading the design, implementation and embedding of change across UKRI to deliver its vision and realise its strategic objectives. We are a team of around 50 working on a range of assignments, some of our projects support research initiatives and activities, but the primary focus of our work is to lead and deliver business change, including the implementation of new corporate systems, operating environment and organisational structures and the development of strategies and processes. 

Project roles are comprehensive, covering initial project definition through to successful project delivery. Our projects employ waterfall, agile and business process improvement techniques and you will have the opportunity to work across the range of these. 

Portfolio analysis roles deliver a number of reporting functions at both PMO level and across UKRI Project Management Profession.  They are also responsible for the development of toolkits, templates, processes and resources to support project delivery and lead on the development of best practice guidance around the key aspects of project management, running workshops, training sessions and other events.

The main role of the PMO is to provide project management and business analysis support across UKRI. 

Job Purpose

The primary focus of the Senior PMO Analyst will be to develop the UKRI PMO Delivery Hub, responsible for a full range of activities including leading and managing a team, reporting, tracking, resource and capacity planning, assurance and financial control.

 The role will have responsibility for developing and maintaining UKRI PMO collateral and will drive the UKRI PMO’s methods, tools and processes across the portfolio of projects within the whole of UKRI, including business critical projects. 

Main Outputs & Activities  

Outputs Activities:
UKRI PMO Delivery Hub - Governance and best practice:

  • contribute to the evolution of the UKRI PMO and implement improvements at project, programme and portfolio level, further developing the Delivery Hub
  • lead the development and implementation of a robust and standardised set of templates and processes
  • define and provide start-up services for projects on governance, planning and risk management
  • ensure lessons learned are documented and used and the benefits are realised and monitored
  • develop and implement assurance for key projects and programmes, ensuring compliance with the appropriate standards
  • lead on project assurance, such as health-checks and the scheduling and organising of Gateway Reviews with BEIS
  • ensure best practice standards in project governance are maintained within the team
  • promote the use of UKRI PMO standardised processes and documentation
  • lead on process compliance to new legislation including the General Data Protection Regulation.

UKRI PMO planning, reporting and monitoring:

  • lead on portfolio analysis and reporting by overseeing collation of information from multiple projects and programmes; critically reviewing information before summarising as MI for the UKRI PMO management team and key stakeholders
  • develop dashboard reporting
  • provide tracking and exception reporting of Risks, Assumptions, Issues and Dependencies management across the portfolio of projects and programmes
  • develop and maintain resource-tracking and capacity-planning for the UKRI PMO
  • coordinate activities required to purchase and receipt resources, goods and services, ensuring adherence to financial controls
  • ensure timely delivery of required budget information to Finance.

Line Management:

  • lead and manage a team
  • develop staff, including coaching and mentoring less experienced members of staff.


  • manage and deliver a strong interface with internal and external stakeholders to ensure clear lines of communication into and out of the UKRI PMO
  • act as the first point of contact for colleagues in the UKRI PMO Business Critical Governance team
  • be the main point of contact for up-to-date information on any project in the portfolio.

The Professional Support Unit (PSU) provides non-transactional professional services to three of the Research Councils, namely the Arts & Humanities Research Council (AHRC), Engineering & Physical Sciences Research Council (EPSRC) and Economic & Social Research Council (ESRC), including Finance, HR, IS, Project Office and Reprographics and is hosted by AHRC.

Shortlisting & Interview criteria


  • proven experience as a PMO analyst
  • experience of leading and managing teams and the allocation and co-ordination of resources
  • thorough understanding of project progression for the full project lifecycle, both waterfall and Agile
  • strong reporting and analytical skills
  • excellent communication and presentation skills with the ability to interact professionally with a diverse group, whilst maintaining awareness of politics and an understanding of how to communicate difficult/sensitive information tactfully
  • a demonstrable ability to influence and persuade others
  • the ability to work in a complex, changing and ambiguous environment
  • the ability to be self-motivated, act on your own initiative and work proactively without close supervision, demonstrating a pragmatic approach and flexibility in working style
  • excellent planning, including an ability to prioritise and manage complex activities in order to meet deadlines, identifying solutions and translating these into effective delivery
  • excellent attention to accuracy and detail
  • a strong working knowledge of IT systems, including Microsoft packages
  • PRINCE2.


  • experience of setting up a PMO

  • MSP.
