This is a vacancy for two In Country Team Managers (ICT managers) in the ODA Research Management Team.

The ODA research management team is responsible for fund level management of the Newton fund and coordination of delivery of both the Newton fund the Global Challenges Research Fund (GCRF). A number of new posts are being recruited for this team as BEIS funding for research for development is growing rapidly. The Newton Fund and GCRF form part of the UKs Official Development Assistance (ODA) and are of the value of £735m and £1.5Bn respectively up to 2021. Both funds are overseen by the ODA research and innovation board, chaired by the Minister of State for Universities, Science, Research and Innovation. The team is responsible for co-ordination of the delivery of BEIS ODA funds, working closely with UK delivery partners, Newton In-Country teams (ICTs) and wider BEIS ODA team. This includes:

  • fund level management of the Newton fund – producing guidance documents, capacity building, working with ICTs and delivery partners. Central monitoring and oversight of Newton delivery with flexibility in delivery to respond to new and unforeseen challenges, including managing in country challenges to ensure delivery  and redistribution of funds, under and overspend etc. Central coordination of in-country teams in Newton partner countries. Lead on delivery forums
  • maximising Impact (Newton) – using portfolio mapping to understand and identify impacts and where interventions can be made to enable further impact of the work. Working with delivery partners to coordinate across the funds to ensure programmes are linking with and feeding into each other to maximise impact. Working with the academic community to ensure scientific excellence through top quality engagement. This may also mean coordinating meetings and events with delivery partners and relevant teams
  • portfolio mapping and data coordination (Newton and GCRF) – working with delivery partners and ICTs to map current ODA activity for impact, communications, gap analysis etc. to enable assessment of the coherence of ODA spend across funds and delivery of strategic objectives 
  • communications on delivery (Newton and GCRF) – coordination of communicating the impact of the ODA funds and ensuring that work delivered through are high profile and visible.


Reporting to the senior programme manager in the ODA research management team.  These roles will be dedicated to leading on the program management needs of the Newton Fund and the co-ordination of In Country Team Officers (ICT Officers) working in close partnership with the delivery partner’s program leads. These include externally:

  • UKRI Councils
  • Royal Society
  • British Academy
  • Royal Academy of Engineering
  • Academy of Medical Sciences
  • The British Council
  • Met Office.

And internally:

  • BEIS ODA policy and strategy team
  • BEIS regional and country leads
  • In country Team.

You will be providing updates to reports that directly feed into the ODA research and innovation board and work closely with colleagues in BEIS and other government departments for example on coherence across ODA (Official Development Assistance) research initiatives.

You will be supporting and co-ordinating the work of our teams based in country, implementing reporting frameworks for program risk and opportunities across the Newton Fund portfolio.

Given the nature of the role, an ability to foster a collaborative, collegiate approach across virtual teams in support of collective working will be needed. Strong negotiating skills are important to ensure that positive relationships are built, as a key feature of the work is delivery through partnership. Excellent project management skills will be needed, including the ability to work flexibly, and to plan, manage and deliver a portfolio of projects and activities with different timescales, priorities and delivery mechanisms. Furthermore a good understanding of the importance of data security including the appropriate use of individual data, confidentiality and anonymity is key to this role.

  • development of ICT Handbook and ICT induction process
  • co-ordination of ICT teleconferences
  • resourcing and management policies of in country staff
  • developing and implementing reporting frameworks for program risk and opportunities across the Newton Fund portfolio, bringing emerging issues and suggested solutions to the notice of the senior program manager
  • establishing and maintaining strong working relationships with key individuals in each Delivery Partners, and BEIS Regional leads
  • liaison and co-ordination with SIN network
  • day-to-day program management responsibilities associated with taking forward and implementing actions arising from Regional Leads and ODA Research Policy & Strategy team.

Although these contracts currently only go through to the end of the spending review (SR) period on 31 March 2021, we expect these will be extended subject to SR outcomes.

Shortlisting and Interview Criteria:


  • experience of stakeholder management across partners and teams. Demonstrable ability to establish effective working relationships and networks internally and externally
  • analytical and problem-solving skills, including the ability to quickly understand new and complex issues and to apply solutions. Ability to offer new insights and generate original ideas with practical application
  • ability to work as part of a team
  • excellent planning, organisational, analytical and time management skills
  • general PC skills, including a good working knowledge of MS Office packages (i.e. Word, Excel, PowerPoint), email and use of the internet as a search tool are a prerequisite of the post.


  • experience of working with external stakeholders (ideally with international partners, senior academics, policy makers and practitioners)
  • an understanding of BEIS ODA R&I including the Newton fund and GCRF
  • an understanding of UK Aid strategy, the contribution of research to overseas development and Official Development Assistance (ODA).



  • educated to degree level or equivalent qualification or the ability to demonstrate an equivalent level of knowledge and skill.
