STFC Estates Service

The Estates Operations Manager (Hard Services) role will form part of the Estates Services team at Daresbury Laboratory (DL), however there will be rare occasions when support may be offered to, and a physical presence required at the Astronomy Technology Centre (ATC) and Rutherford Appleton Laboratory (RAL).

This Estates Operations Manager (Hard Services) role will have direct responsibility for all hard services at DL, and will provide indirect technical support to the soft services teams.

Key Accountabilities and responsibilities:

Forming part of the Senior Management Team within Estates Services, the Estates Operations Manager (Hard Services) role is a key management role, providing professional technical support to the Regional Head of Estates & FM, and the operational service managers based at the Daresbury Laboratory.

  • to provide the day to day tactical management and oversight of the operational delivery of core estates and facilities management services to a consistent professional standard at the Daresbury Laboratory. Managing the hard services aspect of Estates Services at DL, and through specific established roles, you will have overall day-to-day responsibility for the following core functions:
    • reactive maintenance - via the Estates Services Helpdesk
    • planned maintenance - including backlog and PPM
    • estate compliance - statutory and mandatory
    • condition Surveys - including cyclical/lifecycle replacement
    • Project Management Office (PMO) - minor project works (Including alteration, improvement and refurbishment)
    • Estate Management Data – including asset data, CAD, space planning.To provide professional and technical input to the process of developing the staffing and system structure of Estates Services at DL.
  • to provide up-to-date technical and management support to the Estates Services team at Daresbury to ensure service levels are maintained and developed, and that the environment is welcoming, inclusive, safe, secure and compliant at all times
  • to develop and submit timely and accurate scheduled and ad-hoc estate management information and reports to the Regional Head of Estates & FM relating to matters of the estate
  • to develop policies, plans, processes and procedures to ensure compliance, value for money, and consistency of quality across all Estates Services function at the Daresbury Laboratory
  • to be accountable for the Daresbury Estates Hard FM budgets, including capital projects. (£2m per annum, plus capital allocations (£2-3m)). You will be able to provide risk analysis on any funding shortfalls and present a reasoned business case to support further funding
  • to lead, motivate and engage Estate Services staff to maximise the potential of both individuals and teams
  • to ensure DL Hard FM contracts are fit for purpose, and proactively managed to ensure value in terms of service and money
  • to actively role model agreed positive attitude and behaviour to help embed and further develop a positive customer-centric culture within Estates Services
  • to proactively seek to maximise the engagement and satisfaction of core customer groups including staff, tenants and partners through established and new communication mechanisms
  • to actively contribute to the further development of a 21st century, professional Estates Services function at STFC.

Shortlisting and Interview Criteria



  • first degree or equivalent NVQ qualification relating to the built environment
  • professional membership of the IWFM, RICS or CIOB
  • NEBOSH General Certificate
  • formal Project Management qualification e.g. PRINCE2, APM etc.


  • recognised/accredited leadership and management qualification e.g. ILM
  • BOHS P405 Management of Asbestos in Buildings
  • NEBOSH Construction Certificate.

Knowledge and Experience


  • extensive working knowledge and experience of the estates and facilities management sector
  • knowledge and experience of implementing policies and management systems to ensure full compliance with statutory legislation
  • knowledge and experience of construction industry best practice and technological innovation
  • knowledge and experience of building condition surveys, and the development of schedules of work
  • knowledge and experience of the essential elements of the Landlord and Tenant Act, and the landlords obligations
  • knowledge and experience of managing complex operational £M budgets to ensure financial compliance and VFM
  • experience of leading and developing the potential of individuals and teams within an estates function
  • experience of directly managing technical staff within a maintenance function
  • experience of negotiating and implementing service level agreements/standards with diverse customer groups
  • experience of integrating hard services operational delivery with a customer-focussed helpdesk and/or CAFM system
  • experience of managing contractors and suppliers in accordance with contracts and SLA’s.


  • knowledge and experience of contract management using NEC3 or NEC4 contracts using the CEMAR system or equivalent
  • knowledge and experience of government procurement rules and regulations e.g. Crown Commercial Services etc
  • knowledge and experience of the implementation of a CAFM system within a large, complex organisation
  • experience of working directly or indirectly on a government estate
  • experience of embedding a customer-centric culture within a technically-focussed team.
