Context:

UK Research and Innovation (UKRI) is a new entity that brings together nine partners to create an independent organisation with a strong voice for research and innovation, and a vision to ensure the UK maintains its world-leading position in research and innovation.

We are recruiting three Finance Business Partner roles who will be placed within either Innovate UK (two roles) or the Engineering & Physical Sciences Research Council (one role).

Purpose:

Reporting to the Head of Finance in the Council placed, you will provide a comprehensive financial business partnering service to UK Research and Innovation (UKRI), working closely with stakeholders to add financial awareness to decision making, and deliver outcomes that are in line with Council and UKRI priorities, thus ensuring that budgets are used effectively.

You will also perform a range of reporting and control functions, but fundamentally will be responsible for positioning finance to work with the business and link all activity to the delivery plan, communicating the importance of Finance to UKRI staff at all levels – presenting insightful information to stimulate longer-term thinking.

You will work with other Finance Business Partners and colleagues across UKRI to seek opportunities for improvement, change and efficiency within finance, strengthening internal controls, financial analysis, and effective management of programmes.

Responsibilities:

  • Develop, manage and maintain exceptional working partnerships with senior managers, Directors and stakeholders to support organisational objectives widely
  • Assisting in the development of strategy by evaluating options, impacts, potential risks and solutions
  • Decision support, offering challenges to relevant senior stakeholders as required to ensure robust financial processes
  • Liaise with Directors and closely work with budget holders to advise on available funding to aid in establishing strategic priorities using judgement, evidence and knowledge
  • Input to completion of monthly management accounts
  • Analyse variances: actual vs.forecast and budget with analysis and commentary
  • Prepare monthly grant expense reforecasts and report on the commitments made
  • Reporting on the current opportunities and risks identified to best help deliver strategic goals and the greatest value
  • Assist across the business in negotiation of Memorandum of Understanding (MOU) and grant agreements, inparticular, the expenditure profiling through and coordinating sign-off
  • Sign off on the preparation of co-funding invoices/grant claims, including any supporting reports to co-funder and Innovation Leads
  • Liaise across the business to input into maintenance of integrity of grant data within systems and planning schedules
  • Review new competition/grant applications, ensuring that the business case is robust and there is sufficient headroom, given the organisation’s priorities
  • Manage the application for additional budget
  • Ad-hoc finance project support as directed by the Head of Finance

Key skills:

  • Clear, demonstrable relationship management and keen influencing skills, working with senior stakeholder groups
  • High competency of IT systems and applications including MS Word, Excel, PowerPoint and Access, with a particular focus on exceptional Excel skills
  • Excellent written and oral communication skills
  • Ability to apply a “consultancy” approach
  • Personal resilience and a confident approach, willing to apply good judgement to solve issues and find solutions independently
  • Highly developed team working skills, able to form effective working relationships quickly
  • Ability to apply a tactful and diplomatic approach

Shortlisting and Interview Criteria:

Essential:

  • Qualified Accountant(ACA/CIMA/ACCA/CIPFA) or equivalent experience (QBE)
  • Clear experience of supporting in the delivery of effective budget-management, leading managers to prudent solutions through effective influencing
  • Demonstrable experience of month-end processes - accruals and prepayment calculation, variance analysis etc.
  • Clear experience of developing effective working partnerships and offering challenges where necessary to senior stakeholder groups
  • Proven experience in the preparation of budgets, forecasts and financial plans
  • Experience of working strategically to balance the conflicting demands of multiple stakeholders whilst protecting the integrity and ownership of the documented processes
  • Demonstrable experience of working as part of a wider-business, consulting with senior stakeholders and effectively ‘partnering’ with stakeholders to meet organisational and financial objectives
  • Understanding of the role of governance, risk management and assurance in project delivery.

Desirable:

  • Interest/background/experience in innovation or research, business competitiveness and technology policy or delivery

UKRI supports research in areas that include animal health, agriculture and food security, and bioscience for health which includes research on animals, genetic modification and stem cell research.
