Purpose and Scope

As a Procurement Specialist you will be responsible for working with clients to deliver complex and strategic procurement projects and supporting team members with strategy, planning and execution of procurement opportunities. 

You will be responsible for running various procurements ranging in complexity and value, all in accordance with Public Contract Regulations as well as UK SBS policy and process. In addition, a crucial part of the role will be providing strategic procurement, contractual and commercial advice to our customers. Often working on high profile and key projects for UK Research & Innovation (UKRI) and the Department for Business Energy and Industrial Strategy (BEIS) and other customers, relationship and stakeholder management will be a central part of the work undertaken. Leadership skills are desirable as the position may include responsibility for managing buyers and/or procurement support personnel.

This role is key to ensuring value for money, generating savings, managing competition and tenders, challenging spend and maintaining and developing the relationship between UK SBS and our key stakeholders.

Working in the Major Projects team you will undertake market analysis and develop strategy options papers for complex procurement projects and manage the end to end delivery of the procurement process. You will have gained some experience in developing business cases/recommendation papers and have good influencing skills. You will also have experience of category strategies and contract management.

You will have attained CIPS membership or have significant procurement experience at the appropriate level and be willing to work towards CIPS accreditation. 

Key Responsibilities/Activities

  • Manage day to day customer relationships
  • Provision of commercial advice and support for complex projects to both our customers and colleagues
  • Manage multiple complex procurement activities end to end independently which may vary greatly regarding spend and partner numbers, ensuring a quality service within agreed Service Level Agreements (SLA) 
  • Manage the signposting of requirements where these are dealt with by the wider team and taking responsibility for individual customer relationship management
  • Assist in the resolution of problems and issues as they arise, providing solutions where possible or escalating for resolution
  • Follow Government regulations regarding the advertising and publishing of opportunities via the Official journal of the European Union (OJEU), the Contracts Finder tool and other initiatives
  • Provide sourcing solutions for requirements above and below the OJEU thresholds
  • Analyse expenditure and key business drivers within area of responsibility, identify opportunities for improvement in procurement processes and supplier dealings to deliver cost savings and service enhancements
  • Ensure compliance with policies and procedures, including Government requirements and initiatives  
  • Ensure the successful delivery of contracts that adhere to all relevant EU legislation, value for money principles and commercial standards
  • Maintain up to date management information including projects case folders for performance management and audit purposes
  • Support ad-hoc and routine reporting as requested by Senior Procurement Specialist and/or the Head of Procurement
  • Meet annual targets such as sourcing savings, partner satisfaction, supplier satisfaction and where appropriate, people development
  • Review and Approve procurements within delegation of authority
  • Potential need for line Management responsibilities as appropriate for business need.

Shortlisting and Interview Criteria

Education

Essential

  • Educated to minimum A-Level or equivalent.

Desirable

  • Member of/working towards the Chartered Institute of Purchasing and Supply (CIPS) Level 6
  • Degree qualified in a related field.

Knowledge

Essential

  • Good commercial acumen with previous commercial experience at a supervisory level, including the ability to understand, articulate and mitigate risk
  • Excellent knowledge of Microsoft Office; Excel, Word and Outlook, confident using Excel for analytical purposes.

Desirable

  • Knowledge of EU procurement directives and latest Public Contracts Regulations including PCR 2015
  • Knowledge and application of Contract Law considerations as appropriate to procurement contracts.

Skills and Abilities

Essential

  • Adept in written communication, with skills and experience in report writing for senior management and decision makers (including business cases and procurement strategies)
  • Proven ability to lead, negotiate and influence, to achieve commercial outcomes and overcome business challenges
  • Excellent team working and time management skills
  • Analytical problem solver with the ability to adapt quickly and creatively to changing circumstances
  • Skilled in the development of procurement documents including specification development.

Relevant Experience

Essential

  • Experience of managing and delivering complex procurement projects
  • Experience in the provision of commercial advice and support for complex procurement projects
  • Proven experience in good stakeholder management with a wide range of internal and external customers
  • Experience in advanced purchasing techniques (e.g. OJEU) and purchasing platforms
  • Understanding of the procurement of outsourcing contracts
  • Experience of delivering medium to high value (above £500k) procurement projects (non-category managed spend) from initial customer engagement through to selection and award of contract.

Desirable

  • Experience of working in a large dispersed organisation and/or Shared Services Environment
  • Experience of e-Sourcing applications
  • Commercial experience in the public sector
  • Previous supervisory/managerial experience
  • Specific detailed experience of working within a category management approach
  • Experience within a scientific and technical environment with knowledge of the needs and drivers of working scientists and engineers.
