Purpose and Scope:

Working within the Major Projects procurement team, you will be an experienced procurement professional, capable of working independently or as part of a collaborative team effort, to provide critical procurement services to our public sector clients.

As a Buyer within our team you will contribute to high value, complex and often high-profile key projects, in a supporting capacity; owning and managing sub-procurements of larger projects end to end, assisting and developing procurement strategies and providing professional advice to clients. 

Often working with clients such as UK Research & Innovation (UKRI) and the Department for Business Energy and Industrial Strategy (BEIS), as well as other clients, the ability to effectively develop and manage relationships with stakeholders will be essential to performance of the role.

The role is fundamental to maintaining consistently high standards of procurement service provision, and is a key contributor to ensuring value for money, generating savings, managing competition and tenders, challenging spend and developing the relationship between UK SBS and our key stakeholders.

Key Responsibilities/Activities:

  • Managing and delivering procurements of varying values end-to-end, as part of a larger scale major project or as standalone requirements, within agreed
  • Service Level Agreements (SLA), ensuring compliance with policies and procedures
  • Providing team support for projects to both our customers and colleagues, ensuring communication with all parties is current and keeps them appraised of relevant information and progress
  • Assist in the resolution of problems and issues as they arise, providing solutions where possible or escalating for resolution
  • Follow Government regulations regarding the advertising and publishing of opportunities via the Official journal of the European Union (OJEU), the
  • Contracts Finder tool and other initiatives
  • Provide sourcing solutions, and procurement advice on requirements below the OJEU thresholds
  • Analyse expenditure and key business drivers within area of responsibility, and assist team members with identifying opportunities for improvement in procurement processes and supplier dealings, to deliver cost savings and service enhancements
  • Support the successful delivery of contracts that adhere to all relevant EU legislation, value for money principles and commercial standards
  • Maintain up to date management information including projects case folders for performance management and audit purposes
  • Support ad-hoc and routine reporting as requested by the Head of Procurement, and/or other team members
  • Meet annual targets such as sourcing savings, partner satisfaction and supplier satisfaction.

Shortlisting and Interview Criteria

Education

Essential

  • Minimum 5 GCSEs grade A-C or equivalent.

Desirable

  • Member of or working towards Chartered Institute of Purchasing and Supply (CIPS) Level 6 
  • Degree qualified in a related field.

Knowledge:

Essential

  • Minimum intermediate level knowledge of Microsoft Office; Excel, Word and Outlook
  • Working knowledge of procurement processes and associated best practice, with a good level of commercial awareness.

Desirable

  • Knowledge of EU procurement directives and latest Public Contracts Regulations including PCR 2015.

Skills and Abilities:

Essential:

  • Excellent team working and time management skills
  • Problem solving abilities-adapts quickly and creatively to changing circumstances
  • Confident to develop procurement documents including specification development
  • Articulate with a keen eye for detail, skilled in written and verbal communication
  • Ability to negotiate and influence stakeholders at various levels.

Relevant Experience:

Essential:

  • Previous procurement experience and decision making in a commercial environment
  • Experienced in stakeholder management with a range of internal and external customers
  • Experience of managing procurements end to end through the procurement cycle.

Desirable:

  • Experience of working in a large organisation and/or Shared Services Environment
  • Experience of e-Sourcing applications Experience of non-category managed procurement 
  • Understanding of procurement contracts
  • Experience in advanced purchasing techniques (e.g. OJEU) and purchasing platforms
  • Experience of supporting and or delivering high value or complex Project procurements.
